How Kerala support is organised

A plain-language map of the central, state, sectoral, and local routes that support a business or farm idea in Kerala.

There is rarely just one scheme

When people say “government scheme”, they often mean a combination of doors. Central programmes include PMEGP, Mudra, PM-KISAN, Kisan Credit Card, and food-processing support. Kerala adds state programmes such as the Entrepreneur Support Scheme and specialised support through its departments.

The specialist doors

Kerala Financial Corporation can be a lending route for business projects. Kerala Startup Mission is the route for technology-led ideas. NABARD and SIDBI sit behind agricultural, rural, and small-industry finance. NORKA is important for returnees, while dedicated development corporations, the Women’s Development Corporation, and minority bodies can provide category-specific routes.

Start with the route, not the acronym

Ask first: am I making a product, delivering a service, farming, processing produce, or trying to grow an existing unit? Then ask which office owns that activity. For crops, begin with the Krishi Bhavan. For animals, begin with the Veterinary Hospital. For a manufacturing business, ask the District Industries Centre. The right route is usually clearer after that first conversation.
