The verification AI is cheap, narrow, and fallible,
and the design is built around exactly those
properties. It is asked only to do the bounded,
high-volume classification it does well, escalate
what it does not, defer consequential judgement
to humans, and submit to public audit and
external cross-checks. The framework’s strength
is that it does not require the AI to be more than
it is.
That settles the foundations. The mechanism, the
engine, the institution, the stack, the economics, the
template, and an honest account of what the
technology can and cannot do are now all in place.
Everything in Part One has been argued in the
abstract, one machine described in general terms.
Part Two does the opposite: it puts that single
machine to work on seven specific civic outcomes,
one chapter each, in the same order every time, so
that the claim at the heart of this book, that it is
genuinely one machine and not seven, can be judged
against the evidence rather than taken on trust.
