queryable register turns that capacity from
something rediscovered in panic each crisis into
something the state already holds.
Internationally, formal volunteer-registration and
community-emergency-response systems and from
registered medical-reserve corps to organised
community emergency teams, show that preregistered, skill-tagged volunteers materially speed
disaster response. This program adapts that model
to Kerala’s associational reality, building the
register through the institutions, parishes, NSS
units, Kudumbashree groups, that already command
participation, rather than asking individuals to enrol
in the abstract.

and category: elder care, disaster, environment.
– Mobilisation speed in a declared emergency,
hours logged in the first 72 hours.
– Repeat-volunteering rate and the breadth of
institutional participation.
