The economics, configured
Verification volume is modest in normal times and
spikes during emergencies, which is precisely when
the register earns its value; inference cost is
negligible because much of the verification is
institutional sign-off rather than image analysis. This
is one of the least expensive programs to run.
Volunteer Kerala is the program least driven by
direct revenue and most driven by public value, so it
is a natural candidate to be cross-subsidised by
Tourism Excellence. Its sponsorship comes from
foundations and corporates funding disasterreadiness and challenge events, and its largest
‘return’ is the avoided cost and saved time of a
faster, better-coordinated emergency response,
