If the casebook has done its work, one question now
presses harder than any other. A machine that can
do all of this is also a machine that must be owned
by someone, paid for somehow, and trusted by
everyone it touches. Who governs it, so that it serves
the public rather than a vendor or a passing
government? What does it actually cost, and how
does it pay for itself? What could go wrong, and
what would it become if it went right? Those
questions, ownership, money, sequencing, risk,
legitimacy, are the subject of Part Four, and they
are where a vision becomes a plan a state can act
on.
