Why this survives a change of government
The structures above are chosen specifically so that
the institution outlasts the political cycle. A nonprofit with a state board majority, three nontransferable vehicles, CAG jurisdiction, state-owned
IP, and a published unwind protocol is not a thing a
successor government inherits as a liability or a
favour to be undone; it is permanent civic
infrastructure, like the institutions that gave India
its payments rails. The institution is built to be
boring to attack and expensive to dismantle, which
is exactly what permanence requires.
