17. Sequencing the rollout
Cleanliness first, not because it matters most,
but because it proves the machine fastest in
public and builds the base every later program
inherits.
The order of deployment is a judgement, and the
framework is built so the state can make it by
choice. A useful way to rank candidate programs is
on three axes: how visible the outcome is, so that
proving it shifts public perception quickly; how
ready the partner institution and field backbone are,
and how cleanly the verified action can be checked
by AI today. Cleanliness scores high on all three,
which is why it goes first and why it carries the
heaviest detail in Part Two.
