any other outcome: leaderboards rank on
participation rate rather than absolute volume, the
field backbone logs on behalf of households without
smartphones, and the public corpus makes any
emerging skew toward the advantaged visible and
correctable in the open. Chapter 22 sets out the full
mechanism, because the risk of capture by the
already-advantaged is as much an ethical question
as a technical one; what matters here is that it is
named, owned, and instrumented rather than left to
good intentions.
What we are most likely wrong about
Worth noting: ending the risks chapter not with the
risks we have mitigated but with the ones we cannot
fully foresee, because intellectual honesty requires
admitting where the framework is most likely to be
surprised. Three areas seem most exposed. The first
is the durability of motivation: this book assumes, on
the strength of the literacy and Kudumbashree
precedents, that social capital and rivalry sustain a
behaviour after the loyalty on-ramp falls away. That
is well-supported, but those precedents carried
unusually strong cultural charge, and it is possible
that some civic behaviours simply lack the
resonance to sustain rivalry. If so, the affected
programs will plateau, the assessments will show it,
