independence from the foreign platforms, and
that is a strategic ambition an existing body
would not even recognise; because incumbents
carry legacy overhead that reshapes anything
new into something old, and because, as Tesla
was not born inside GM nor SpaceX inside NASA,
transformative things are built by people for
whom building them is the entire mission, in an
institution created for that and nothing else.
‘But isn’t “sovereign civic infrastructure” overstated for
a cleanliness programme?’
It would be, if the programme were only about
cleanliness. But recall what the machine actually
accumulates as it runs: an indexed, attributed
record of who creates civic content and which local
businesses it drives discovery to; a points-andcommerce ledger routing trade through local shops;
a population-scale, audited corpus of civic
behaviour. These are precisely the assets the global
platforms built their power on; discovery, attentionrouting, transaction data, except built as public,
domestic, audited infrastructure rather than
extracted by a foreign intermediary. A Kerala
creator who today depends on a foreign platform’s
opaque algorithm for reach, and loses their archive
when that platform changes its rules, gains a
permanent, attributed, domestically-owned record
