built for transparency. None of this makes misuse
impossible, no design does, but it means misuse
would require dismantling the system’s defining
features in public view, which is a far higher bar
than inheriting a tool already built to watch.
‘Isn’t rewarding people to behave well faintly
dystopian?’
The discomfort is worth taking seriously rather than
waving away. The objection is that paying citizens,
even in small points, to do what they ought to do
anyway corrodes intrinsic motivation and treats
virtue as a transaction. The answer is that the points
are not the mechanism; they are the on-ramp, and
the design says so explicitly. The loyalty economy
exists only to get a citizen past the first few actions,
after which social capital, rivalry, and identity carry
the behaviour, the same forces that carried literacy
and Kudumbashree, neither of which paid anyone. A
useful comparison is the small instant confirmation
of a UPI payment: nobody thinks a payment app is
dystopian for making the right action feel
acknowledged. This is the same, a visible signal that
a civic action counted. Not a regime of bribes for
good behaviour. And because the program is opt-in
and rewards participation rather than ranking
people’s worth, it adds a signal where one was
missing rather than substituting a transaction for a
virtue.
