Equity is treated as a design parameter to be

18 carries it as a named structural risk with a
named mitigation.
Honesty as an ethical commitment
Finally, the institution commits to being honest
about its own performance, including its failures.
Every program’s independent assessment is
published in full regardless of outcome; the
verification layer publishes its error rate and its
corrections, and a written unwind protocol applies if
an assessment is negative. An institution that hides
its failures cannot be trusted with a public audit
corpus, because the corpus is only as credible as the
institution’s willingness to show where it was wrong.
Honesty is not a virtue the institution hopes to have;
it is a mechanism the design requires, because the
entire value of the machine is an audit the public
believes.
