stand at the far end and look back. What follows
is imagined, not predicted, but every step
between here and there is described in this
book.
Picture a short item in a newspaper, fifteen years
from now.
FROM A 2040 DISPATCH
THIRUVANANTHAPURAM, 2040. Civic operating
systems derived from Kerala’s model are now in use
by 22 Indian states, 11 countries, and several
hundred municipalities worldwide. What began in
the late 2020s as a modest experiment in civic
participation, a programme to make a single city’s
streets measurably cleaner, has become one of
Kerala’s most influential exports.
The institution that built it, founded as a small stateowned non-profit and proven first on cleanliness
before it touched anything else, now licenses its
reference platform to governments that once sent
delegations simply to watch it work. Researchers
come to study it; engineers who would once have
left for Bangalore or abroad stay to build on it. The
state that for fifty years exported its people now
exports the way it governs.
