institution, Suchitwa Mission, Kudumbashree, the
Motor Vehicles Department, Kerala Tourism, the
Health and Forest Departments, the Startup
Mission, Digital University Kerala, the Kerala AI
Mission, and is subordinate to none of them. It is the
missing layer between policy and outcome: the thing
that takes a department’s intent and turns it into an
audited civic result.
Permanent by structure, not by promise
The institution is designed so that its public-interest
character is a matter of legal structure, not of the
goodwill of whoever runs it. Seven commitments are
written into the constitutive documents at founding
and bind every present and future program equally.
They are stated in full in Chapter 15; in brief, they
are: Section 8 non-profit status with a state board
majority; three permanent vehicles; a Society, the
operating company, and a civic Trust, none sellable
or transferable to private holders; no external equity
and no equity-equivalent compensation; commercial
surplus reinvested under a published policy;
continuous public audit with the corpus published
quarterly as open data; perpetual royalty-free state
ownership of all IP, and acceptance of CAG
jurisdiction by design.
