A returnee builds a 3,400 square foot house in Adoor. He pays the panchayat property tax and thinks he is done. Two years later the village office sends a demand for one-time building tax on the plinth area plus luxury tax at ₹5,000 a year for every year since completion, with arrears. None of it was hidden; nobody told him.
7 square metres, in slabs that the 2023 state budget raised (roughly ₹5,000 for 3,000–5,000 sq ft, rising through ₹6,000, ₹8,000 and ₹10,000 for larger bands; verify the current slab). Assessment follows the completion or occupancy certificate; arrears carry interest and can be recovered as land revenue. Local property tax under the Kerala Panchayat Raj / Municipality Acts is based on plinth area and zone and is revised periodically (a 5% annual increase regime applies from 2023).
Land tax is payable annually and receipts are needed for every transaction. Building permits follow the Kerala Panchayat Building Rules / Municipality Building Rules; dwellings up to certain small areas and low-risk categories get simplified or self-certified procedures, and the state's online permit system (now largely through the 'Sanketham' and IBPMS platforms) handles applications. Occupancy certificate, building number and property tax registration are what banks and KSEB ask for.

Building to 3,050 square feet. The luxury tax is annual, for the life of the building. Trim the plan to 2,950 and it never applies. Also: treating the panchayat tax and the village office tax as the same thing.
Large NRI houses are the classic luxury-tax case, and many have never been assessed because completion was never reported; the liability accumulates. For the thandaper and pokkuvaravu: after purchase or inheritance, get the land mutated in your name at the village office (online through the Revenue portal) or you cannot pay land tax in your name, and without land tax receipts you cannot do much else.
House 3,400 sq ft in a panchayat: one-time building tax per the slab on plinth area (several thousand to tens of thousands of rupees depending on area and date); luxury tax ₹5,000 a year at the current lowest slab, so ₹50,000 over ten years plus interest on arrears if unpaid. Same house at 2,950 sq ft: no luxury tax.
Buildings of charitable, religious and certain agricultural uses are exempt from building tax. If the assessment is wrong (plinth area overstated), appeal to the RDO within the period on the notice.
