It helps to be precise about what enforcement-only
systems can and cannot do, because Kerala has
already invested heavily in one. An automated
camera that fines a violation changes behaviour in
the camera’s field of view and for as long as the
driver believes it is watching. It cannot reward the
thousands of safe trips a careful driver makes,
cannot give an auto stand or a college a reason to
compete on safety, and cannot give an insurer a
signal to price on. Those are exactly the things
recognition does, and they are exactly the things
that turn safe driving from a response to
surveillance into a durable norm. The two halves are
complementary, not redundant: punishment
suppresses the worst behaviour, recognition
propagates the best.

The verified action
A driver opts in and submits short dashcam or
helmet-cam segments, or a single verified trip
summary. A model confirms helmet or seatbelt use,
lane discipline, junction courtesy (not blocking the
box), and the absence of a handheld phone. Verified
