the first hundred days the state has a live, audited,
citizen-facing corridor it can stand in and see, and a
clear-eyed view of what scaling will cost and
require.
THE DISCIPLINE OF THE FIRST HUNDRED DAYS
Constitute the governance before anything else,
build the narrowest slice that proves the loop,
open it to real citizens in one corridor, and learn
in public. Nothing irreversible, nothing at scale,
nothing that cannot be stopped cheaply and until
the independent assessment at the end of the
scale-up phase says the loop works. The first
hundred days are designed to buy knowledge, not
to make commitments.
The phase gates, and what each must clear
Beyond the first hundred days, the rollout proceeds
through explicit gates, and no gate is crossed until
the previous one is cleared on the evidence. This is
what keeps the state’s exposure bounded at every
step: each tranche of capitalisation is released
against a certified milestone, and a negative gate
triggers the published unwind protocol rather than a
quiet continuation.
