The gate structure is the operational expression of
the book’s central financial promise. The state never
faces an open-ended commitment; it faces a
sequence of bounded, evidence-gated decisions,
each of which it can decline. The most expensive
thing it risks is the first build, and even that is
milestone-released and protected by a published
unwind protocol. After the assessment gate, every
further program is cheaper than the first and
activates on infrastructure already proven, so the
risk profile improves monotonically as the rollout
