Your ₹15 lakh business proposal cannot repay itself on the bank's numbers. The bank can still say no. The rule is not "everyone gets ₹20 lakh." It is "eligible lending within this band should not depend on mortgaging your home."
RBI directs banks not to take collateral for MSE loans up to the threshold; the credit guarantee (CGTMSE) can cover the bank's risk instead.
